The facts

1. Paper leaks are a genuine problem. But the claim misses the government response, including the Public Examinations law, criminal investigations, arrests, fast-track courts, re-examinations and tougher penalties for organised examination crime. The problem is real, but so is the crackdown.
2. There was no dedicated central law specifically addressing paper leaks and organised exam fraud in public examinations before 2014. It is the Modi government who first enacted the Paper Leak Law.
3. JEE Main examination was shifted to fully Computer-Based Testing under NTA in 2019. NEET-UG will also be moved to a fully computer-based test (CBT) format by 2027.
4. The Modi Government is making India’s exam system tougher and more accountable: the 2026 anti-paper-leak law raises punishment to up to 10 years in jail and a ₹50 lakh fine for individuals involved in paper leaks or unfair means, while organised exam fraud can attract up to ₹10 crore in fines.101
