Rated Misleading
The facts
The claim is misleadingly presented as a picture of Indian women as a whole. The underlying ORF–Youth Ki Awaaz survey, Women on the Move: The Impact of Safety Concerns on Women’s Mobility (2021), covered 4,262 women across 140 Indian cities between December 2019 and September 2020.132
That is not a nationally representative sample. It is an urban-focused survey based on self-reported online responses, with no equivalent representation of rural women. Presenting its findings as though they describe all Indian women therefore stretches the evidence well beyond what the survey can establish.133134
More importantly, Rahul Gandhi does not put this claim in the context of the UPA era. The PHD Chamber of Commerce and Industry’s 2014 report, “Women Safety in Delhi: A Study,” found that 64% of working women said crimes against women affected their productivity because they hesitated to stay at their workplaces until late hours.135
This shows that safety-related barriers to women's employment were a more severe concern before 2014.
More importantly, the study measured the economic cost of choosing safer options/willingness to pay for safety, rather than establishing that the average Indian woman actually spends ₹17,500 every year on safety.137138
To address this safety concern, what did the Modi Government do?
Women Helpline 181: Under the Modi government’s Mission Shakti, the Women Helpline has provided 24×7 assistance to over 1.05 crore women, linked with the 112 Emergency Response System, as of 31 July 2026.
One Stop Centres & Nari Adalats: The government has established 642 Nari Adalats nationwide, alongside the 15.2 lakh One Stop Centre framework to provide women with integrated support and assistance.
SHe-Box: The Modi government has also strengthened mechanisms for women facing workplace sexual harassment through SHe-Box, an online platform that enables women to report complaints and facilitates faster grievance redressal.139
Safe City Project: Launched in 2018, the project covers eight major cities with CCTV and command-and-control systems, crime-hotspot mapping, improved lighting, women police patrols, women help desks, and emergency-response infrastructure.140
