The facts

  1. The 99% figure comes from an older media analysis of NFHS-4 (2015–16) data and referred to sexual violence incidents. It was not an official NCRB estimate and did not establish separate under-reporting rates for rape, molestation, and other sexual offences.152
  2. This is why Modi government has introduced measures specifically to make reporting and prosecution easier:
  3. Zero FIR: A victim can file an FIR at any police station, irrespective of jurisdiction.
  4. Online reporting: Incidents can be reported electronically without first visiting a police station.
  5. 2-month investigation deadline: Under the new criminal laws BNS, investigation of offences against women and children is to be completed within 2 months of recording information.
  6. Faster trials: Charges are to be framed within 60 days and judgments pronounced within 45 days after completion of trial.
  7. Stronger evidence: Rape victims’ statements are to be audio-video recorded; forensic experts must visit and videograph crime scenes for offences punishable with 7+ years.
  8. Victim safeguards: Rape medical reports must reach investigators within 7 days, and victims are entitled to case-progress updates within 90 days
