The facts

1. This was not a recruitment conducted “in 2022.” The MP High Court issued the advertisement on 17 November 2023 for vacancies relating to the 2022 examination cycle. The process continued through 2024–25.
2. The recruitment originally covered 199 posts- 61 regular vacancies and 138 backlog vacancies. Of the backlog alone, 109 posts were earmarked for ST candidates; the balance behind the cited 121 came from the regular-vacancy roster.200
3. The ST seats remained unfilled because no candidate crossed the prescribed written examination and interview benchmarks.201
4. The examination was administered by the Madhya Pradesh High Court under the Judicial Service Rules, not by MPPSC, Vyapam or the State Government. The Supreme Court specifically directed the High Court to complete the recruitment process.202
